Cost per click and conversion rate on Google Ads, CPM and click-through rate on Meta Ads, across 12 sectors of the Portuguese market. Method and sources documented below.

Google cost per click in Portugal sits around 56% of the US figure. On Meta CPM the gap is wider still, closer to a third. This is auction density, not audience quality.

The lowest cost per click of the twelve sectors, with conversion rates between 5 and 9%. Local intent converts and nobody is bidding hard against it.

Non-brand search assumed for every Google figure; brand campaigns cost a fraction of these. Meta figures assume mixed-objective campaigns: conversion and purchase campaigns land at or above the P75, reach and traffic campaigns below the P25. Add 20 to 40% to cost per click in Lisbon and Porto. In the fourth quarter, Black Friday and Christmas push Meta CPM up by 30 to 60%.
Method and sources
Neither Google nor Meta publishes sector figures for Portugal, and no public source does either. These ranges are estimates built in four layers, in this order.
1. Aggregate anchors measured in Portugal
Meta CPM for Portugal at roughly €5.4 (Lebesgue, March 2026) and CPM in the $5.00 to $7.50 band (AdAmigo, July 2026). Meta CTR for Portugal at 0.99% (XYZ Lab, Q2 2026). Google cost per click median for European e-commerce search at €0.44 (smec Market Observer, July 2026). These fix the level of the market, not the shape across sectors.
2. Portugal-to-US ratios applied to US sector benchmarks
US sector studies have large samples and the wrong prices. The correction is the measured gap between markets: Portuguese cost per click at about 0.56 of the US figure (WordStream, September 2025) and Meta CPM at 0.30 to 0.40 (Lebesgue, AdAmigo, Adligator). USD to EUR at approximately 0.90. This gives the shape across sectors.
3. Ranges published by Portuguese agencies, as cross-validation
3HASH (April 2026) and Demarca Design (2026) publish sector bands for the Portuguese market. Where layers 1 and 2 disagree with both, layers 1 and 2 lose.
4. Calibration against managed accounts
More than €500,000 of accumulated ad spend across 22+ brands. A range that does not match what shows up in the accounts does not go into the table. This layer is an adjustment, not the measurement.

- Not the average of a statistical sample of Portuguese accounts. There is no sample size to quote because this is triangulation, not measurement.

How much does a Google Ads click cost in Portugal?
Between €0.20 and €8.00 depending on the sector, on non-brand search. Restaurants and hospitality sit at the bottom, from €0.20. Finance and lending sit at the top, from €2.50 to €8.00. Legal can pass €10 in Lisbon. As a rule of thumb, Portugal runs at roughly 56% of United States cost per click.
Is advertising in Portugal cheaper than in the UK or the US?
Yes, materially. Google cost per click in Portugal is around 56% of the United States figure, and Meta CPM is closer to a third. That gap is the reason foreign companies advertise into the Portuguese market and the reason Portuguese media buying is often outsourced. It is not a quality gap, it is an auction density gap.
Where do these numbers come from?
They are triangulated estimates, not measurements from an account sample. Neither Google nor Meta publishes sector figures for Portugal, and no public source does either. The ranges combine aggregate Portuguese anchors, Portugal-to-US cost ratios applied to US sector benchmarks, published ranges from Portuguese agencies, and a final calibration against managed accounts.
